Scott Horton is a partner with Patterson, Belknap, Webb & Tyler, and the director of the International League for Human Rights, the Moscow-based Andrei Sakharov Foundation, the International Center for Not-for-Profit Law, the Council on Foreign Relations' Center for Preventive Action and numerous other NGO organizations. He is an advisor to the Open Society Institute's Central Eurasia Project, and is an adjunct professor at the Columbia University School of Law.
